Proposal for storing construction equipment on vacant lot in Highland declined

The planning and zoning board in Highland unanimously declined a proposal to store construction equipment on a vacant lot after multiple complaints from residents — but it’s not over yet.

Englemann Enterprises LLC had requested to rezone 904 Cedar St. in Highland from multi-family residential to industrial, as it adjoins its existing industrial property and is currently a vacant lot. The plan was to use the land for storage of equipment, according to community development director Breann Vazquez.

But the residents of Cedar Street were not happy with the proposal. They told the combined planning and zoning board that it would diminish the property values in the area, which they said have already been impacted by the current uses.

One resident said large construction trucks cruise up and down the streets “with no concern for the residents of this neighborhood” and their children. Some residents complained they don’t dare park their cars on the street because of construction truck traffic, and fear the problem will get worse if there is equipment stored at 904 Cedar St. Others were concerned paving the lot might create drainage problems for their own properties.

“I am not opposed to new industry,” said resident Patrick Maurer. “I am opposed to it 30 feet from my house ... Those trucks come flying down those roads, and my whole house shakes from those trucks.”

City leaders had recommended approval as the proposal met guidelines and would put to use land that is currently vacant. Vazquez also said any proposed construction would have to receive a permit, which would include a full drainage review.

But one board member said when industrial and residential properties are this close together, a divider of some kind is needed — a street or waterway to keep the uses separate.

Another board member said she was not comfortable with changing the zoning when the property was surrounded by residences. The parcel adjoins industrial property on one side, but is surrounded by residential on the other three sides.

The board voted unanimously against supporting the rezoning proposal. However, the board’s vote is only a recommendation to the city council, which will decide the matter at its regular meeting Monday, June 6.
