Highland area police briefs for Sept. 22-28

Hamel man killed in single-vehicle accident
Madison County authorities have released the identity of a man who died in a single-vehicle crash Tuesday, Sept. 22.
Kevin R. Stevenson, 54, of Hamel, was driving a 2014 red Nissan northbound on Brakhane Road, near Worden, around 7:15 p.m. Witnesses reported that the car was being driven erratically at a high rate of speed, according to the Madison County Coroner’s Office.
He turned on Staunton Road and lost control of the car about 20 feet north of Schein Road, running into a culvert and power pole. Stevenson was ejected from the car. He was not wearing a seat belt. He was pronounced dead at the scene at 8:02 p.m.
Stevenson graduated from Worden High School in 1979. He received his bachelor’s degree in computer science from SIUE. He worked as a Project Leader Programming Analyst for Edward Jones in Maryland Heights, Mo.
He was president of congregation at Trinity Lutheran Church in Worden; president and a committee member of Trinity Lutheran and St. Paul Lutheran School Board and was a member of Metro-East Lutheran High School board. He was also a volunteer firefighter, having served on both the Worden and Hamel departments.
Survivors include his wife, Lisa M. Stevenson (nee Finke), and daughter, Emily L. Stevenson, both of Hamel.
A funeral service was held on Saturday. Dauderman Mortuary in Hamel was in charge of arrangements.
Lebanon man acquitted of sexual assault, but convicted of sex abuse
Michael R. Brock, of Lebanon, was convicted of criminal sexual abuse after a daylong bench trial that ended Wednesday.
Brock, 31, faced charges of aggravated criminal sexual assault, but St. Clair County Judge Robert Haida found him guilty of sexual abuse, a lesser charge.
Brock was accused of having sexual relations with a 15-year-old girl.
“We are glad and agree with the judge who found him not guilty of the aggravated criminal sexual assault,” said Alex Enyart, Brock’s attorney
Brock was convicted of a class 4 felony, which carries punishment of one to three years in prison.

His sentencing is set for Nov. 10.
Rape reported at SIUE; woman later asks police not to pursue case
A woman has reported a rape on the campus of Southern Illinois University Edwardsville, but has declined to follow through with an investigation.
According to SIUE police, the woman reported that she accompanied a male acquaintance to his on-campus apartment in Cougar Village about 4 a.m. Sunday. They were part of a group of friends who attended a party in Edwardsville, but dispersed once they returned to campus. She reported that back at his apartment, he sexually assaulted her.
It was reported to SIUE police on Wednesday, and the campus issued a crime “e-lert” to faculty, staff and students on Thursday. However, SIUE Police Chief Kevin Schmoll said that the woman does not want police to proceed with an investigation.
“That was her choice, perhaps because she knew this person,” Schmoll said. “But she was adamant that she did not want to pursue this.”
HPD misdemeanor warrant arrests
▪ A juvenile, 16, of Highland was arrested on Sept. 23 on an HPD warrant for failure to appear in court on a disorderly conduct charge for discharge of fireworks.
▪ Justin M. Lawson, 26, of Highland was arrested on Sept. 23 on a warrant for failure to appear in court on a cannabis possession charge. A judge released him on his own recognizance.
▪ A juvenile, 17, of Highland was arrested on Sept. 25 on a warrant for failure to appear in court on a curfew violation charge.
▪ Christopher J. Chappell, 29, of Wentzville, Mo., was arrested by HPD on Sept. 26 on a warrant the Monroe County Sheriff’s Office for failure to appear on court on a seat belt violation charge. He posted bond.
▪ Stacey L. Flanigan, 30, of Granite City was arrested on Sept. 28 by HPD on a warrant from St. Clair County for failure to appear in court on a DUI charge. She posted bond.

▪ A juvenile, 17, of Highland was charged with possession of cannabis.
▪ Travis E. Ratterman, 23, of Breese was charged with driving a vehicle with a suspended registration.
▪ A juvenile, 17, of Highland was charged with driving with an invalid license for allegedly driving after restricted time.
▪ Jacob D. Cygan, 19, of Highland was charged with possession of drug paraphernalia and possession of cannabis.
Sept. 23
▪ A juvenile, 15, of Highland was charged with battery for allegedly striking the victim in the face, causing a cut above the eye.

▪ Richard A. Norris, 74, of Edwardsville was charged with failure to yield when pulling out from a private drive.
▪ Timothy J. Watson, 42, of Highland was charged with improper lane usage, failure to signal and driving under the influence of alcohol.
▪ Alanna K. Steimann, 25, of Highland was charged with unlawful interference with visitation.

▪ Ryan M. Burrows-Rigsby, 22, of Highland was charged with possession of cannabis and theft for allegedly taking an Xbox 360 headset, 15 CO2 cartridges and a package of AND1 socks from Walmart.
