Green Mount Crossing mine remediation

The entire Green Mount Crossing mine remediation project is expected to be completed be the end of May, according to a presentation given by Dierbergs representatives at Monday night’s Committee at Large meeting.

Exploratory drilling started in early September 2015 with SCI Engineering, and the contract with the main contractor Howard Concrete Pumping Inc.

Field work began the second week of November 2015.

The project will be done with drilling, angular and perpendicular, by the end of April, and the grouting will be complete by late May, according to Mark Martin, director of store construction for Dierbergs Markets Inc., the co-owner of the Green Mount Crossing Shopping Center business district with Capitol Land Investments.

“We’ve been working diligently, and now that work is finally starting to pay off,” Martin said.

“We are grouting under Dierbergs right now,” he said. “When that is completed we will move over to Ashley Furniture in the same strip.”

Going 165 feet into the ground is the old St. Ellen’s Mine, which closed in the late 1950s, he said.

“With 82,000 feet of linear drilling, or punches into the ground, and keep in mind each drill goes about 165 feet, so it’s north of 400 drills,” Martin said.

An estimated 48,000 cubic yards of grout was anticipated to go into the mine throughout the course of the project, “Now we’ve already pumped about 40,000 cubic yards so far, so we are nearing completion,” Brent Beumer, of Dierbergs, who was representing the developer for the Green Mount Crossing Shopping Center LLC, said.

The area showing the most displacement and vertical movement was the area of the abandoned mine under Michaels, which has now been fully grouted, Beumer said.

Continued monitoring of other areas of the shopping center has been ongoing with the assistance of Thouvenot, Wade & Moerchen Engineering group identifying many points of possible movement done by satellite and remote equipment.

Some exploratory work has occurred in the area of World Market, and behind Target, Martin said.

“SCI is still analyzing that data,” he said.

Circle K

When driving through Shiloh, it’s hard not to notice the nearly completed new Circle K, on the corner of Hartman Lane and Thouvenot Lane.

Although the company anticipated completion would be in May, the convenience store, car wash and gas station may be opening earlier than anticipated — in April, according to Mike Powers, the Circle K Midwest division real estate development manager. He was unable to return calls with more specifics.

Earll Construction from Grafton, Ill. is the main contractor on the site.

Safe Routes to School

Years in the making, and finally the Shiloh Safe Routes to School is almost done, according to Shiloh Village Engineer Norm Etling.

The Shiloh-Whiteside School Safe Routes project was designed by Kaskaskia Engineering. The contractor is Fournie Contracting Company with a construction contract of $217,476.

“The section of sidewalks and pedestrian/bicycle paths by Shiloh Elementary School is the last piece,” Etling said.

Grant funding totaled about $250,000, plus the educational component which was completed several years ago. Informational surveys were sent to both schools for input.

The project included a sidewalk from Lebanon Avenue to Sierra Park for Whiteside students. A sidewalk from Wendy Way to Whiteside School, and from Lebanon Avenue to the Shiloh Elementary to provide a safe travel way off of the street, Etling said.

A public hearing was held April 20, 2015 for community feedback, which was mostly positive, according to Etling.

The Central School District Project is being designed by Rhutasel and Associates. It is in the review phase currently.

O’Fallon

With the warm weather moving in with the onset of spring, there are several O’Fallon project bids opening next month.

Southview - Rebecca Storm Sewer project

As of Friday, Mar. 11, O’Fallon staff received bids from local contractors for the Southview-Rebecca Storm Sewer project, which started Monday, Mar. 14. Jeff Taylor, public works director with the City of O’Fallon, said this project is a combination of storm sewer replacement infrastructure and replacement of culvert lining of a large diameter under Rebecca Drive.

“The bid went out to H&M Back Hoe Services Inc., based in Swansea, for $273, 254.00,” Taylor said. “They were the only contractor, and I don’t believe there are any sub contractors on that job.”

Presidential Streets Stormwater Remediation

The City of O’Fallon has received all easements required for Phase 1 of the Presidential Streets Stormwater Remediation Project. Construction on the project should begin in May 2016, weather permitting.

“I am excited that we were able to receive all the required easements for this project,” Mayor Gary Graham said. “Work can now begin on helping relieve Stormwater concerns in the Presidential Streets neighborhood.”

The Presidential Streets Stormwater Remediation Phase 1 will provide the ground work for remediation of Stormwater in the mainly residential neighborhood bound by State Street on the south, Lincoln Avenue on the west, Smiley Street on the east, and Madison Street on the north.

Presidential Streets Stormwater Remediation phase one bid notices went out March 25, and bids are expected to be in by April 12.

The improvements planned for this initial phase will consist of several detention ponds located on City owned property, a new storm sewer system, and surface drainage improvements. The proposed detention ponds will provide areas where Stormwater can collect and slowly drain over a period of time.

More information about this project will become available in the coming months.

Howard Place and Smiley Street

Howard Place and Smiley Drainage Storm Sewer Interceptor Phase 1 and related improvements bid notice went out March 25. Bids expected to come back on April 12.

The project will total three phases for the storm sewer installation starting at the detention pond next to the Public Safety Building, located at 785 Seven Hills Road.

Taylor said the project will head west and travel along East Jefferson Street and Cart Road.

“In addition, water and sewer lines will be implemented,” Taylor said.

2016 Street Resurfacing

This project encompasses a number of streets getting resurfaced in O’Fallon.

The 2016 Street Resurfacing bid notice went out Friday, Mar. 25, and bids are expected to come back on April 12.

“The boundary streets, in general, will run from South Walnut Street on the west side; Hwy 50 will be the northern one; South Cherry is the east boundary; and, Drury Drive is the south line,” Taylor said.

Some other alternatives are lined up, Taylor said, but “it just depends on how the bids come back.”

O’Fallon has budgeted $500,000 for this project for this fiscal year, which will begin May 1.

Reider Road - I-64 interchange

Illinois Department of Transportation resident engineer Brent Winters said Monday, that the project has made only an incremental change of one percent increase in the completion percentage for the project since last month — now 24 percent.

“A majority of the sub contractors have been pushed back because of other things, so we’re still moving along,” Winters said. “Not much has changed really (since the end of February), we are still installing drainage structures and storm sewer in the median.”

The project at mile marker 21, along I-64, is a new interchange that has been under construction since Sept. 22, 2014. Winter said, the project is a joint venture between the Killian Corporation, of Mascoutah, and Keeley and Sons Inc., of East St. Louis with another 20 subcontractors on site currently.

“Hopefully, since the weather is looking good, we can start pouring more concrete near the interchange area, and we anticipate completion of the interchange this fall (of 2016),” Winter said. “The interstate and entire project will be done summer of 2017. We still have a lot of work to do.”

The project cost is $36,481,000. The new interchange included widening three miles of I-64 to a six-lane roadway, replacing the existing two-lane Rieder Road bridge over I-64 with an 80 feel wide bridge to accommodate future increased traffic volumes.

Kaskaskia Engineering Group LLC prepared the phase II engineering construction drawings, specifications, cost and time estimate.

Milburn/Simmons/Fairwood Roundabout

Funded through an 80 percent federal grant, this project will create a roundabout at the intersection of Milburn School Road and Simmons Road in O’Fallon. Some preliminary work will begin Monday (April 4) with full construction and complete intersection closure is scheduled between the end of the school year in May 2016 and the beginning of school in August 2016.

A detour route for the full closure will be on Lincoln Avenue, State Street, Highway 50, Venita Drive, Frontage Road, and Old Collinsville Road.

The work will consist of storm sewer, curb and sidewalk installation and pavement construction, converting the existing intersection into a modern roundabout similar to the City’s other roundabouts.

“Now it’s currently a four-way stop, and over the summer a round about will be installed there to help alleviate traffic for the following school year (2016-2017),” Taylor said. “So starting about May 24, the day after school lets out for summer break the construction will begin, and the intersection will be closed until it is complete sometime in August before school reopens.”

Taylor said on Monday that more information will be forthcoming in the next month.

Green Mount Road Improvements

St. Clair County recommended approval of the jurisdictional transfer of Green Mount Road, from Highway 50 south to Pierce/Regency Park, to the City of O'Fallon. This transfer will allow the city to widen and improve this section of Green Mount Road. These improvements should start sometime late 2016, according to city officials.

Highway 50 Intersection Improvements

This project will extend the right turn lane and improve the intersections along Highway 50 in front of WalMart. This project is 80 percent funded through a federal grant. Construction is slated to begin this spring, and be complete by fall 2016.
