Man charged following shooting spree that shattered window at East St. Louis City Hall
East St. Louis police arrested a St. Louis man shortly after he unleashed a barrage of bullets from his handgun, some of which shattered the glass to an entrance door at City Hall.
On Tuesday, Jeremy D. Mosby, 27, was charged on felony counts of aggravated discharge of a firearm, possession of a firearm by a felon, and armed habitual criminal. He was being held at the East St. Louis jail.
No one was injured in the incident, despite the flurry of gunfire from short range.
Police credit a witness with identifying the shooter so they could make the quick arrest, East St. Louis Detective Ronald McClellan said.
If police know the motive for the shooting, they are not saying.
McClellan said the shooter opened fire on a car that was being driven by a known associate as it pulled into a gas station directly across the parking lot from City Hall, 301 Riverpark Drive.
“The suspect was recklessly shooting at his car with his gun without any regard for anyone not involved in what he was involved in,” McClellan said.
McClellan said Mosby drove to the service station in the small gray Chrysler that had been rented by his sister, Jasmine Mosby, 25, who was arrested and charged with obstruction of justice.
Mosby went inside of the store, came back out and got into another car, then went back to his car. A second, unknown man then entered the suspects car on the passenger side.
After several minutes of conversation followed by what appears on surveillance video to be a brief physical altercation, Mosby exited the car on the driver’s side and opened fire. He continued shooting at the car as the unknown man jumped to the driver’s side and drove away.
“The suspect jumped out of the car and started firing shots at the unidentified man who was inside of his car,” McClellan said.
Some of the bullets flew across the street and struck the glass door of City Hall.
McClellan said an officer were in the area and heard numerous gunshots being fired at 10:32 p.m.
“The officer went to 30 Riverpark Drive to find out where the shots were coming from,” McClellan said. “As the officer approached the area, he saw a suspect walking around the parking lot. He didn’t know that person was the shooter. ... A concerned citizen informed the officers that the shooter was the man walking around on the gas station parking lot.”
Mosby was arrested after other police officers arrived on scene. They later recovered the weapon police believe was used by the suspect, McClellan said.
