Veteran East St. Louis Police officer charged with battery, official misconduct

A veteran East St. Louis police officer has been charged with official misconduct and aggravated battery in connection with the arrest of a teenager in October.

Sgt. Keith Randolph, 49, was charged by the St. Clair County State’s Attorney’s office Friday with two felony counts of aggravated battery and two felony counts of official misconduct.

A charging document alleges that on Oct. 16, while Randolph had a juvenile in custody at the East St. Louis Police Department, he knowingly made physical contact of an insulting or provoking nature with a 16-year-old boy.

The charging document alleges “he struck the male minor in the face with a closed fist.”

The second aggravated battery charge for Randolph is the result of his “slamming the male minor into the wall of the stairwell.”

Randolph also was charged with two counts of official misconduct in connection with allegations he struck the minor and slammed him into the wall of the stairwell while he was acting in his official capacity as a police officer.

Randolph could not be reached for comment Monday.

St. Clair County court records do not list a defense attorney for Randolph.

East St. Louis Police Chief Kendall Perry could not be reached for comment regarding Randolph’s status with the police department.

This case was investigated by Illinois State Police.

Randolph has been employed at the East St. Louis Police Department since March 2001.

He had his initial appearance in court on Monday morning.
