Madison County woman charged with attempted kidnapping of toddler

A 60-year-old woman grabbed a 2-year-old as the child was walking with their mother in Edwardsville, according to charges filed in Madison County.

As of Friday, Jennifer S. Haley has been charged with attempted aggravated kidnapping, aggravated battery and unlawful restraint, according to court documents.

Court documents state the toddler and their mother were walking down North Main Street when they came across Haley. The toddler went up to Haley to say “hi,” and then Haley grabbed her.

Haley said the toddler was her child. When the toddler’s mother pulled her child away, Haley ran, the criminal complaint says.

Edwardsville police officers eventually found and arrested her, after which “she admitted to grabbing the child,” the document states.

Haley may have mental health issues, according to court records.

The state’s attorney’s office has requested a denial of a pre-trial release, which under the Illinois SAFE-T Act may be afforded to defendants who do not pose immediate risks to the community.
