A fourth suspect has been charged in O’Fallon teen’s death, police say

A fourth person has been charged in the fatal shooting of Colin Brown, the O’Fallon teenager and high school hockey player who was struck by a bullet while riding with his father on Interstate 55 in St. Louis after a hockey game in November.

Colin, 16, resided with his family in O’Fallon, but was a student and varsity hockey player at Christian Brothers College High School in Town and Country, Missouri. He also played with the Affton Americans hockey club in Affton, Missouri, and formerly was a junior varsity player with O’Fallon Ice Hockey Club.

The St. Louis Metropolitan Police Department announced Wednesday that 26-year-old James Roach has been charged in connection with Colin’s death. Roach was previously in federal custody for unrelated charges, police said.

Roach, of St. Louis, was indicted in June on charges of first-degree murder, first-degree assault, unlawful use of a weapon - shooting from a motor vehicle and three counts of armed criminal action.

Court records do not list an attorney for Roach.

Three persons previously charged in the case include:

  • Diamond Baucom was indicted on charges of first-degree murder, first-degree assault, unlawful possession of a weapon and shooting from a motor vehicle and three counts of armed criminal action.
  • Donovan M. Baucom was charged with first-degree murder, three counts of armed criminal action, first-degree assault and unlawful use of a weapon/shooting from a motor vehicle.
  • Garrett Jordan III was charged with the same counts as Donovan Baucom. According to a probable cause statement, Donovan Baucom told St. Louis Metropolitan Police that Jordan “fired shots during the shooting with a rifle.”

The shooting occurred late on Nov. 23 while Colin and his father, Calvin Brown, a retired lieutenant colonel with the Illinois State Police, were returning from a hockey game and going north on I-55 in St. Louis. Colin Brown was transported to a St. Louis hospital where he died six days later.

According to the charging documents, witnesses, security video and cellphone location information led investigators to a dark-colored Audi, which they say Diamond Baucom loaned to her brother, Donovan Baucom, around the time of the shooting.

Court records in Jordan’s case state that a person who was going south on I-55 at the time when Colin was shot told police his car also was struck by gunfire. He said he had just entered I-55 after he left a nearby home on Minnesota Avenue.

According to the probable cause statement for Jordan, witnesses reported to police spotting the Audi parked on Minnesota Avenue near the scene of the shooting. Two assault-style rifles were recovered, police said.

Surveillance video also captured the Audi going onto I-55 and returning to the Minnesota Avenue parking space following the shooting.
