Belleville man accused of secretly photographing 15 women in college bathroom

A Belleville man faces multiple invasion of privacy charges on allegations he took pictures of 15 women in a bathroom at Washington University in St. Louis.

These charges were filed two years and two days after the 30-year-old man pleaded guilty to making video recordings of women in a Southwestern Illinois College bathroom in Belleville.

Dennis J. Dill, of the 3300 block of Joyce Drive in Belleville, was charged on Wednesday with 14 felony counts and one misdemeanor count of invasion of privacy in connection with photos taken in November inside a bathroom in the Olin Library at Washington University, according to information from court records and the St. Louis County Prosecuting Attorney’s Office.

Charging documents allege Dill spent about five hours in a bathroom stall on Nov. 19 to take pictures of 14 women and that he took a photo of one woman on Nov. 25.

“It’s very scary when you’re in a space that you expect to have complete privacy for something like this to happen,” St. Louis County Prosecuting Attorney Melissa Price Smith said in a news conference Thursday.

“He secretly took photos of women in stalls in various partial stages of nudity. To me, it shows he’s escalating his behavior.”

Since Dill is on probation for a prior conviction of illegally video recording women at SWIC and those charges are similar to the Washington University case, prosecutors want to alert area colleges about Dill.

“We live in a region with many universities and colleges,” Smith said. “This is a callout to any students or faculty that believe they may have been a victim of Mr. Dill. If so, we ask them to contact their campus police.

“It obviously is a lesson to all of us. I have never thought that my privacy would be invaded when I’m in a bathroom stall,” Smith added. “This incident will definitely make me look around.”

Dill was being held in the St. Louis County jail on Thursday in lieu of $100,000 bail.

Daniel Allan Juengel, an attorney in Clayton, is listed in St. Louis County court records as the attorney for Dill. Juengel could not be reached for comment Thursday.

A bond reduction hearing for Dill is scheduled for Feb. 11.

The Washington University Police Department investigated the case and said Dill is not affiliated with the college.

A university spokesperson declined to comment about the case since the investigation remains ongoing.

Assistant Prosecuting Attorney John Paul Frisella, who is handling this case, alleged Dill put his phone in the mesh siding of a bag that he placed on the floor of the stall and angled the camera on the phone so he could take photos of a person in the adjacent stall.

An employee at the university noticed that Dill had been in the bathroom a long time and had “confronted him” and then contacted the campus police, Frisella said.

Dill was arrested and charged on Wednesday.

After getting a search warrant, investigators found images on Dill’s phone that were consistent with the allegations made in the charges, according to court records.

Illegal recordings at Southwestern Illinois College

In the Belleville case, charging documents state Dill made video recordings of six women in a bathroom at Southwestern Illinois College in May 2022, August 2022 and September 2023.

He was charged with six felony counts of unauthorized video recording and pleaded guilty to five counts on Feb. 2, 2024, according to St. Clair County court records.

Circuit Judge Robert Haida placed Dill on probation for 30 months.

Smith said the St. Clair County State’s Attorney’s Office had been informed of Dill’s charges in St. Louis County.
