A 52-year-old Florissant, Mo., man was charged Thursday with performing a lewd act in front of a boy at O’Fallon Community Park.

Ronald A. Fernandez was charged with unlawful restraint, a class 4 felony, and disorderly conduct, a class C misdemeanor, by the St. Clair County State’s Attorney’s Office.

The charges stem from an investigation conducted by the O’Fallon Police Department, which was first reported on Aug.14. Fernandez is alleged to have made several inappropriate comments or remarks of a sexual nature to a 14-year-old male while in a bathroom at the O’Fallon Community Park, according to police.

Fernandez never made physical contact with the victim. However, Fernandez instructed the victim to remain in the restroom and performed a lewd act in the presence of the boy in the restroom, police said.

Fernandez surrendered to O’Fallon Police on Thursday. He was formally booked, posted $3,000 cash for his bond and was released from custody pending a future court appearance.

Fernandez had previously been in police custody, but was released pending formal charges.
