Man, woman face charges in abuse of Shiloh girl

A Shiloh woman and an East St. Louis man were charged Tuesday with child endangerment and battery, respectively, following an investigation into reports that a girl under 13 had been abused last month at the Shiloh home where the woman lived.

Damiene M. Young, 33, of the 600 Block of Jefferson St., East St. Louis was charged with felony counts of aggravated domestic battery and aggravated battery of a child under 13 after an investigation initiated nearly two weeks ago by the Shiloh Police Department and the Illinois Department of Children and Family Services.

Young remains in custody at the St. Clair County Jail in lieu of bond set at $75,000.

Also in custody at the jail is Amanda M. Santel of the 300 Block of North Main Street in Shiloh. The St. Clair County State’s Attorney’s Office charged Santel with four counts of child endangerment, a class A misdemeanor. Santel’s bond was set at $20,000.

The case against Young and Santel began Oct. 23, when the Shiloh Police received a report of a juvenile female who was physically abused at a residence in the 300 block of North Main Street. The child was taken by her family to a local hospital for treatment as a precaution.

Young and Santel were taken into custody on Monday, with charges filed the next day. The warrants were reviewed by St. Clair County Judge Jan Fiss, who also set the bond amounts for both defendants.
