The following incidents were listed among the official reports of local law enforcement agencies and court clerks. Readers are reminded that an arrest or charge does not constitute a finding of guilt. Only a court of law can make that determination.

ST. CLAIR COUNTY FELONIES

THURSDAY, JULY 9

Kenneth Bownes, 29, of 106 Dorcas, Cahokia, arrested on suspicion of two counts of unlawful delivery of a controlled substance, two counts of unlawful possession with the intent to deliver a controlled substance and two counts of unlawful possession of a firearm by a felon on or about July 7 by St. Clair County sheriff. Bownes allegedly, delivered to a C.I. 15 pills or more, but less than 200 pills of a substance containing 3,4-methylene-dioxide-methamphetamine; delivered to a C.I. less than 1 gram of a substance containing heroin; possessed with the intent to deliver 15 pills or more but less than 200 pills of a substance containing 3,4-methamphetamine; possessed with the intent to deliver one gram or more but less than 15 grams of a substance containing heroin; knowingly possessed in a residence an AMT handgun; knowingly possessed in a residence a .380 handgun. The defendant had been previously convicted of first degree murder, a forcible felony on March 9, 1994.

Justin R. Elmore, 28, of 6091 Tara Lane, Collinsville, arrested on suspicion of aggravated driving under the influence, resisting a police officer on or about July 7 by Fairview Heights police. Elmore allegedly, drove a blue 2003 Ford Focus in the parking lot located at 5909 N. Illinois St., Fairview Heights, while the defendant was under the influence of alcohol and during a period in which the defendant’s driving privileges were revoked; knowingly resisted the performance of Brandon Strickland of an authorized act within his official capacity, being the investigation of defendant’s well-being, knowing Brandon Strickland to be a peace officer engaged in the execution of his official duties, in that he refused to comply with commands to exit the car.

FRIDAY, JULY 10

Tamika D. Oderson, 31, of 1525 Dallas St., Aurora, Colo., arrested on suspicion of burglary on or about July 8 by St. Clair County sheriff. Oderson allegedly, knowingly remained within a building of Clinton Green, located at 2108 Lebanon Ave., East St. Louis, with the intent to commit theft therein.

Micah W. Stephens, 30, of 62 Acordi Drive, Caseyville, arrested on suspicion of premeditated criminal sexual abuse, four counts of indecent solicitation of a child, and four counts of aggravated criminal sexual abuse from between June 9, 2013 and Dec. 8, 2013 by Caseyville police. Stephens allegedly, who was 17 years of age or older, knowingly committed an act of sexual assault with a female minor, date of birth, Dec. 9, 2002, who was under 13 years of age when the act was committed; knowingly committed sexual assault on a female minor.

Richard I. Johnson, 50, of 5520 Hamilton Ave., St. Louis, arrested on suspicion of retail theft and possession of an amount of a controlled substance on or about July 9 by Fairview Heights police. Johnson allegedly, took merchandise from J.C. Penney, located at 2455 St. Clair Square, Fairview Heights, being multiple items of clothing, total retail value in excess of $300; knowingly had in his possession less than 15 grams of a substance containing oxycodone.

Alexander M. Reitz, 23, of 1713 W. Highway 50, Lot 45, O’Fallon, arrested on suspicion of two counts of burglary from between July 5 and July 6 by Dupo police. Reitz allegedly, entered into a building of Michael Devey, being a storage unit #45, 715 Falling Springs Road, Dupo, with the intent to commit theft therein; entered into a building of Kevin Mitchell, being a storage unit #117, 715 Falling Springs Road, Dupo, with the intent to commit theft therein.

David A. Hardy, 23, homeless, arrested on suspicion of two counts of burglary from between July 5 and July 6 by Dupo police. Hardy allegedly, entered into a building of Michael Devey, being a storage unit #45, 715 Falling Springs Road, Dupo, with the intent to commit theft therein; entered into a building of Kevin Mitchell, being a storage unit #117, 715 Falling Springs Road, Dupo, with the intent to commit theft therein.

Nickie B. Schlegel, 44, of 1626 W. H St., Swansea, arrested on suspicion of aggravated battery and domestic battery, subsequent offense on or about June 30 by Swansea police. Schlegel allegedly, in committing a battery, knowingly made physical contact with George F. Arvans, a person over the age of 60, in that she pushed George F. Arvans with her hands causing him to fall to the floor; knowingly made physical contact with George F. Arvans, a family/household member, in that said defendant pushed George F. Arvans with her hands causing him to fall to the floor. Defendant had been previously convicted of domestic battery on Oct. 2, 2014.
