The following incidents were listed among the official reports of local law enforcement agencies and court clerks. Readers are reminded that an arrest or charge does not constitute a finding of guilt. Only a court of law can make that determination.

ST. CLAIR COUNTY FELONIES

THURSDAY, DEC. 31

  • Darrion D. Anderson, 22, of 4 S. Point Rd., Fairview Heights, arrested on suspicion of burglary and theft, subsequent from between Dec. 27 and Dec. 28, 2015 by Fairview Heights police. Anderson allegedly, entered into a building of Michael Niesel, doing business as In and Out Smart Repair, located at 5900 N. Illinois St., with the intent to commit theft therein; took property of Michael Niesel, being U.S. currency, total value not in excess of $500. Defendant had been previously convicted of theft on July 29, 2015.
  • Julius A. Skinner Jr., 34, of 8317 Carol Drive, East St. Louis, arrested on suspicion of aggravated domestic battery and two counts of aggravated battery on or about Dec. 28 by East St. Louis police. Skinner allegedly, strangled Jackie McDougle, a family/household member, in that said defendant impeded the normal breathing by applying pressure to her neck; knowingly made physical contact with Jackie McDougle, a pregnant person, in that he repeatedly struck her on her face; kicked her about her body.
  • Thomas Wait, 42, of 1610 S. Northern Blvd., Independence, Mo., arrested on suspicion of driving on a revoked or suspended driver’s license on or about Dec. 30, 2015 by Fairview Heights police. Wait allegedly, drove a 1998 Jeep Cherokee on North Illinois Street in Fairview Heights, at a time when defendant’s driver’s license was suspended or revoked. Defendant had been previously convicted of driving while license is suspended or revoked in Claycomo Municipal Court, Mo., on Aug. 2, 2006.
  • Mark D. Cochran, 47, of 716 Mill St., Poplar Bluff, Mo., arrested on suspicion of unlawful possession of a stolen vehicle on or about Dec. 30, 2015 by St. Clair County sheriff. Cochran allegedly, a person not entitled to possession of said vehicle, possessed a 2007 Dodge Ram knowing it to have been stolen.
  • Peter T. Phillips, 22, of 2936 Mary Irene St., Belleville, arrested on suspicion of aggravated discharge with a firearm, reckless discharge of a firearm and resisting a police officer on or about Dec. 30 by Belleville police. Phillips allegedly, discharged a firearm, a black .40 caliber Hi-Point semi-automatic, in the direction of another person, Demarco Jackson; endangered the safety of Demarco Jackson in that, while acting in a reckless manner, he discharged a firearm, a black .40 caliber Hi-Point semi-automatic, into the air, while in the vicinity of Demarco Jackson; knowingly resisted the performance of Jesse Fulkerson of an authorized act within his official capacity, being the arrest of Peter T. Phillips, knowing Jesse Fulkerson to be a peace officer engaged in the execution of his official duties, in that he pulled away and placed his hands under his body.

MONDAY, JAN. 4

  • Kathy J. Gatewood, 61, of 306 Dogwood Lane, Fairview Heights, arrested on suspicion of two counts of forgery on or about April 17, 2015 by O’Fallon police. Gatewood allegedly, with the intent to defraud, knowingly delivered to Wood Forest National Bank, located at 1530 West Highway 50, O’Fallon, a document apparently capable of defrauding another, in that is was purported to have been made by another, David J. (Skipper) Guettermann, a check, of David J. (Skipper) Guettermann drawn on the First National Bank & Trust Co. of Miami of Miami, Okla., dated April 17, 2015, payable to Kathy Gatewood in the amountof $190 and signed as drawer David Guettermann, knowing the document to have been thus made; knowingly delivered to Bank of America, located at 910 Talon Drive, O’Fallon, a document apparently capable of defrauding another, in that is was purported to have been made by another, David J. (Skipper) Guettermann, a check, drawn on the First National Bank & Trust Co. of Miami of Miami, Okla., dated April 7, 2015, payable to Kathy Gatewood in the amount of $200 and signed as drawer David Guettermann, knowing the document to have been thus made.
  • Louis H. Brown III, 61, of 321 Gettysburg Road, Belleville, arrested on suspicion of retail theft on or about Jan. 1 by Fairview Heights police. Brown allegedly, took merchandise from Dillard’s, 275 St. Clair Square, Fairview Heights, being assorted jewelry and sunglasses, total retail value in excess of $300.
  • Ryan A. Fleming Jr., 24, of 307 W. Park Drive, Apt. A, Belleville, arrested on suspicion of two counts of aggravated unlawful use of a weapon by a felon and two counts of unlawful possession of a firearm by a felon on or about Jan. 1 by Fairmont City police. Fleming allegedly, a person who has been convicted of a felony, and while engaged in a misdemeanor violation of the cannabis control act, knowingly possessed in a vehicle, a Smith & Wesson 9mm handgun; knowingly possessed in a vehicle, a Walther 9mm handgun; knowingly possessed in a vehicle, a Smith & Wesson 9mm handgun and knowingly possessed in a vehicle, a Walther 9mm handgun. The defendant had been previously convicted of unlawful possession of a controlled substance on Dec. 5, 2011.
