The following incidents were listed among the official reports of local law enforcement agencies and court clerks. Readers are reminded that an arrest or charge does not constitute a finding of guilt. Only a court of law can make that determination.
ST. CLAIR COUNTY FELONIES
MONDAY, MARCH 7
- Emanuel J. Ratliff, 22, of 763 Leon St., Cahokia, arrested on suspicion of aggravated unlawful use of a weapon on or about March 3 by Washington Park police. Ratliff allegedly, carried in a vehicle a Liama .45 caliber handgun at a time when he was not on his own land or in his own abode, or fixed place of business, and the said defendant had not been issued a current, valid FOID Card.
- Miguel C. Luna Jr., 26, of 125 Aaron Drive, Belleville, arrested on suspicion of two counts of aggravated fleeing and driving on a revoked driver’s license on or about March 5 by Belleville police. Luna allegedly, while operating a motor vehicle, a white 2014 Chevrolet truck, was given a visual signal by a police officer, Paul Anderson, who was in police uniform and driving a vehicle which displayed illuminated, oscillating, rotating, or flashing red or blue lights, which when used in conjunction with an audible horn or siren would indicate the vehicle to be an official police vehicle, directing the defendant to bring said white 2014 Chevrolet truck to a stop, willfully fled or attempted to elude the police officer and that when willfully fleeing or attempting to elude the police officer, the defendant traveled at a rate of speed 21 mph over the legal speed limit, in that he traveled at 83 mph in a speed zone of 20 mph on West Cleveland Avenue at South Illinois Street; disobeyed two or more official traffic control devices, being a stop sign at East Cleveland Avenue and South Illinois Street, and a stop sign at Union Avenue and Centreville Avenue; drove a white 2014 Chevrolet truck on West Cleveland Avenue in Belleville, at a time when defendant’s driver’s license was revoked.
- Justin D. Andrews, 24 of 232 Harmony Ridge Drive, Belleville, arrested on suspicion of retail theft, subsequent offense on or about March 4 by Belleville police. Andrews allegedly, took merchandise from K-Mart, 7230 Westfield Plaza, Belleville, being earrings, total value not in excess of $300. Defendant had been previously convicted of robbery on May 29, 2014.
- Brian E. Sanders Jr., 25, of 312 Wentworth St., Lebanon, arrested on suspicion of two counts of domestic battery on or about March 5 by Lebanon police. Sanders allegedly, knowingly caused harm to Sarah Ray, a family/household member, in that said defendant scratched Sarah Ray about the neck with his hand; struck her about the head with his hand. Defendant had previously been convicted to domestic battery on Jan. 8, 2016.
- Tyrone Charles, 26, of 415 E. Mount St., Sparta, arrested on suspicion of aggravated driving under the influence, domestic battery, cause child to be endangered and failure to notify damage to property on or about March 5 by Marissa police. Charles allegedly, drove a 1997 Chevrolet Lumina on South Euclid St., in Marissa, while the defendant was under the influence of alcohol and cocaine, and knew or should have know that the vehicle he was driving was not covered by liability insurance; knowingly made physical contact with Nicole Kahle, a family/household member, in that said defendant punched Nicole Kahle about her head; knowingly caused the life or health of a male minor with initials R.C., date of birth, Sept. 1, 2010, a child under the age of 18 years, to be endangered in that said defendant knowingly drove his vehicle into a vehicle occupied by T.C. knowing T.C. to be inside; the drive of a vehicle that collided with property of Daniel Phelps, being a residence located at 501 S. Euclid, Marissa, knowingly left the scene of the collision.
- Gabrielle A. Jordan, 23, of 811 Emma St., Belleville, arrested on suspicion of aggravated battery and criminal damage to property on or about March 6 by Belleville police. Jordan allegedly, in committing a battery, knowingly made physical contact of a provoking nature with William Lovell, in that she kicked William Lovell on his leg with her foot knowing William Lovell to be a peace officer engaged in the performance of his authorized duties; knowingly damaged property of Reginald Hunter, a motor vehicle, a silver 216 BMW, located at 2520 Mascoutah Ave., Belleville, without Reginald Hunter’s consent, said damage in excess of $300.
- James Richardson, 18, of 1969 Hickory Ave., Huntington, Ind., arrested on suspicion of aggravated home fraud on or about Oct. 13 by Caseyville police. Richardson allegedly, knowingly entered into an oral contract in the amount of $7,500 with Ruth Elkins, for the repair of the home of Ruth Elkins, an individual with a date of birth of Dec. 11, 1928, located at 401 Brookside Drive, Caseyville, and in so doing promised performance which the defendant did not intend to perform or knew would not be performed.
WEDNESDAY, MARCH 9
- Donald R. Logan, 32, 4706 Lee Ave., St. Louis, arrested on suspicion of retail theft on or about March 7 by Fairview Heights police. Logan allegedly, took merchandise from Macy’s, 200 St. Clair Square, Fairview Heights, being Under Armour brand underwear and Polo brand undershirts and tank tops, total retail value in excess of $300.
- Gregory D. McKnight, 30, of 122 Laura Lee Drive, arrested on suspicion of attempted residential burglary on or about March 7 by Cahokia police. McKnight allegedly, knowingly and without authority, tried to enter into the dwelling place of K.H., located in the 1900 block of Fleur De Lis Blvd., Cahokia, with the intent to commit theft therein.
- Mark A. Marti, 41, of 2800 Calvin Blvd., Lot 12, Cahokia, arrested on suspicion of attempted first degree murder, three counts of aggravated domestic battery and unlawful restraint on or about March 6 by Cahokia police. Marti allegedly, without lawful justification and with the intent to kill Alicia Rhodes, strangled Alicia Rhodes in that he intentionally impeded the normal breathing of Alicia Rhodes by applying pressure to her throat or neck; strangled Alicia Rhodes, a family/household member, in that said defendant intentionally impeded the normal breathing of Alicia Rhodes by applying pressure to her throat or neck; struck her about the head with his hands, thereby causing cranial hemorrhaging; struck her about the head with his hands; knowingly and without legal authority detained Alicia Rhodes in that he prevented her from leaving a residence located at 2800 Calvin Drive, Lot 12, Cahokia. Defendant had been previously convicted of domestic battery subsequent offense on Aug. 12, 2008.
