The following incidents were listed among the official reports of local law enforcement agencies and court clerks. Readers are reminded that an arrest or charge does not constitute a finding of guilt. Only a court of law can make that determination.
ST. CLAIR COUNTY FELONIES
FRIDAY, MARCH 18
- Cedric A. Jackson Jr., 30, of 809 S. Morrison, Apt. C, Collinsville, arrested on suspicion of two counts of aggravated unlawful use of a weapon and unlawful possession of drug paraphernalia on or about March 17 by Belleville police. Jackson allegedly, knowingly carried on his person or in a vehicle a .45 caliber Taurus Model handgun at a time when he was not on his own land, or in his own abode, or fixed place of business, and said defendant had not been issued a current, valid FOID Card; knowingly carried in a vehicle a .45 caliber Taurus model handgun at a time when he was not on his own land, or in his own abode, or fixed place of business, and said defendant was engaged in a misdemeanor violation; knowingly possessed a digital scale, box of sandwich baggies, and a pair of scissors, items of drug paraphernalia, with the intent to use the digital scale, box of sandwich baggies and pair of scissors to prepare cannabis for inhaling, or otherwise introducing cannabis into his body.
- Charles P. Marshall, 54, of 816 Dupo Ave., East Carondelet, arrested on suspicion of aggravated driving under the influence and driving while driver’s license is revoked, subsequent on or about March 17 by Fairview Heights police. Marshall allegedly, drove a black 1996 Jeep Cherokee on St. Clair Ave. in Fairview Heights, while the defendant was under the influence of alcohol and during a period in which the defendant’s driving privileges were revoked. Defendant had been previously convicted of driving while license is revoked on Jan. 6, 2010.
- Keylan D. Ray, 17, of 1310 Williams St., Cahokia, arrested on suspicion of aggravated battery and two counts of aggravated unlawful use of a vehicle on or about March 9 by Cahokia police. Ray allegedly, acting together with a juvenile male minor B.R., in committing a battery, knowingly and by means of discharging a firearm caused an injury to Jeremy Shaw in that said defendant shot Jeremy Shaw about the body with a 12 gauge shotgun; knowingly carried about his person a .22 caliber revolver at a time when he was not on his own land, or in his own abode, or fixed place of business; knowingly carried about his person a .22 caliber revolver at a time when he was not on his own land, or in his own abode, or fixed place of business, and the said defendant was under 21 years of age and in possession of a handgun. The defendant had been previously adjudicated a delinquent minor for aggravated battery on Oct. 30, 2014.
- Keylan D. Ray, 17, if 1310 Williams St., Cahokia, arrested on suspicion of two counts of aggravated battery and unlawful use of a shotgun and aggravated unlawful use of a vehicle on or about March 14 by Cahokia police. Ray allegedly, acting together with juvenile male minor B.R., in committing a battery, knowingly and by means of discharging a firearm caused an injury to Jahree Walker int hat said defendant shot Jahree Walker in the leg with a 12 gauge shotgun; knowingly discharged a firearm, a .22 caliber revolver, in the direction of another person, Jahree Walker; knowingly carried a Stevens 12 gauge shotgun which was modified so that its overall length was less than 26 inches; knowingly carried about his person a 12 gauge shotgun at a time when he was not on his own land, or in his own abode, or fixed place of business. Defendant had been previously adjudicated a delinquent minor for aggravated battery on Oct. 30, 2014.
MONDAY, MARCH 21
- Anthony M. Walker, 30, of 1618 Missouri Ave., East St. Louis, arrested on suspicion of theft on or about March 18 by Cahokia police. Walker allegedly, knowingly took merchandise from Walmart, 1511 Camp Jackson Road, Cahokia, being four boxes of Trojan brand Magnum Condoms, total retail value not in excess of $300. Defendant had been previously convicted of burglary on Sept. 6, 2012.
- Antonio S. Sanders, 28, of homeless, arrested on suspicion of violation of sex offender registration from between Dept. 20, 2015 and March 9 by O’Fallon police. Sanders allegedly, a sex offender, knowingly failed to provided correct information regarding where he was staying which is required as he lacked a fixed residence, to the Chief of Police of O’Fallon. Defendant had been previously convicted of sex offender registration act being failure to register as a sex offender, subsequent on Oct. 10, 2014.
- Debbie R. Penn, 27, of 10344 Viscount Drive, St. Louis, arrested on suspicion of retail theft on or about Jan. 17 by Fairview Heights police. Penn allegedly, took merchandise from J.C. Penney, 245 St. Clair Square, Fairview Heights, being Nike brand t-shirts and a sweatshirt not in excess of $300. Defendant had been previously convicted of theft/stealing on Jan. 15, 2009.
- Maurice Rhodes, 28, of 8825 Bermuda Drive, Caseyville, arrested on suspicion of aggravated domestic battery and two counts of domestic battery on or about Feb. 21 by Caseyville police. Rhodes allegedly, in committing domestic battery, strangled Natasha Cox, a family/household member, in that said defendant intentionally impeded the normal breathing by applying pressure to her neck; he repeatedly struck her on her face; knowingly made physical contact with Natasha Cox, a family/household member, in that he pulled her by her hair.
