State police issue citation to truck driver in Madison County crash that killed two people

Illinois State Police have released the identity of one of the two people killed Wednesday when a semitractor-trailer collided with their SUV. The driver of the tractor-trailer was given a citation accusing him of disobeying a stop sign, according to a news release.

Illinois State Police identified one victim as 73-year-old Sheila M. Macon of Greenville, the SUV driver. The name of her 17-year-old passenger was not released by police. She was from Alton.

The truck driver is 38-year-old Daniel G. Belay from Ellicott City, Maryland.

The accident happened at 7:56 a.m.Wednesday at the intersection of Illinois 4 and Illinois 140 near Hamel in Madison County.

Belay was driving a 2018 Freightliner south on Illinois 4 and failed to stop at the intersection, which has a flashing red light and a stop sign, police said. Macon was driving west on Illinois 140 in a 2016 Nissan Rogue when the truck hit the passenger side of the SUV, according to police.

Macon and her passenger were pronounced dead at the scene. Belay refused medical attention.

No other details were released.
