Highland expands facade improvement program

Highland’s building facade program is going forward with some changes after its first year assisted two businesses with renovations.

Last May, Highland approved a facade improvement program as part of the city’s push to help existing businesses. Businesses located in District A can apply for reimbursement of up to 25% of the cost of repairs and renovations to the exterior of a building, up to a limit of $10,000. It can’t be used for roofs, parking lots, plumbing, etc. — only for doors, awnings and other aspects of the building’s curb appeal. The cost of the project must be at least $10,000.

The city initially allocated $50,000 for the first run of the program. Economic and Business Recruitment Coordinator Mallord Hubbard said three businesses applied in the first year, two of which completed the work and received their reimbursement: Ninth Street Cafe and Unwind Salon.

The third was Highland’s Dairy Queen, which Hubbard said did not complete its renovation and is amid being sold to a new owner. While its facade improvement grant does not automatically transfer, Hubbard said the new owner can also apply for the program once they take over.

Last week the council approved an increase in funding from the initial $50,000 to $75,000, which Hubbard said anticipates an increased use of the program in the next fiscal year.

“Overall, we are optimistic and have received great feedback from business owners on the program,” Hubbard said. “Property owners are now much more aware of the program, and have now had the opportunity to properly plan and budget for improvements. We have already had several discussions about potential projects that will look to utilize the program.”
