Shiloh trustees award Three Spring Park trail bids

Improved streets and a new pedestrian trail around Three Springs Park lake are in Shiloh’s future.

The Village of Shiloh Board of Trustees on Monday awarded bids for three asphalt road reconstruction projects and the construction of a new Three Springs Park pedestrian trail during its Committee at Large meeting.

Three Springs Park

On July 21 bids were opened for construction of a new mulch, ground limestone and stone trail to be placed around the Three Springs Park lake that sits next to Tamarack Golf Course and behind Frank Scott Parkway. The board authorized the lowest bid of $327,798 from Christ Brothers Asphalt Inc. of Lebanon.

Horner Shifrin was authorized by the village board to handle construction administration and management services for the project totaling $19,221. This will include man hours and fees, including material testing, assumed during the 10-week construction period. Construction inspection cost for about 10 hours a week for 10 weeks is the most costly at $9,000.

Horner and Shifrin estimated the construction cost of the trail to be $326,392.50. Village administrator John Marquart said about $155,000 of that will be covered through grant monies.

Two bids were received with the lowest being the Christ Brothers Asphalt Inc of Lebanon at $1,405 above the O’Fallon-based Horner Shifrin construction cost. The second low bidder was from Byrne & Jones of St. Louis with $16,811 above the Horner Shifrin estimate. Both are Illinois Department of Transportation certified.

Trustee Mark Kurtz inquired about whether or not the village staff had included estimates for the excavation of built up silt inside the lake due to longterm soil erosion since the lake was constructed in 2013. Marquart said that was a factor that was not investigated by the bidders and is unsure if the lake needs to be desilted by means of dredging. Silt is a combination of fine sand, clay or other material that is deposited as a sediment overtime either by running water or by soil erosion.

Kurtz made a motion to approve the contract award, but subject to finding out if desilting needs to be done, and for how much, by the next meeting on Monday.

Asphalt road work

On July 20 bids were opening for the 2016 Asphalt program. Marquart said the three projects to be completed first are Acorn Lake Drive, Sir Lawrence Drive and Innsbruck Lane, which were already programed into the budget and approved months ago. Five bids were received from Gleeson Asphalt Inc., $204,107.10; Rooters American Maintenance, $207,751.80; Christ Brothers Asphalt Inc., $207,926.54; The Killian Corporation, $220,666. 80; and, Byrne & Jones, $248,242.96.

The constract was awarded to the low bidder, Gleeson Asphalt Inc. of Belleville. Gleeson’s $204,000 bid came in well under the $375.000 threshold, Marquart said. Gleeson bid was $204,107. There are about 100 miles of roads in Shiloh.

Trustees asked if staff could compile a list of other “in-need” streets that could be worked on since there is still funds available for street maintenance.

Cell Tower

Crown Castle International, of St. Louis, Mo., applied for a modification of the cell tower at 2229 Lebanon Avenue, near Safe Lock Storage at 2215 Lebanon Avenue, just before Hartman Lane, on June 24. The modifications will remove six existing ground level amplifiers to be replaced with three new ground level amplifiers. Village administrator John Marquart said all work will be done in accordance with current village codes.

According to a letter dated June 29 to Amanda Rok of Crown Castle International from village code enforment officer Mike Campbell, the $500 application fee was received by the village.

Fullerton Engineering and Design, of Shaumburg, Ill., are the architect and engineering firm and T Mobile is the construction manager for the modifications.
